The 10 year contract for Downtown Portland Clean & Safe (C&S) is up for renewal in June, 2021. A recent report from the Portland City Auditor of Enhanced Services Districts (ESDs) in Portland revealed a black box of a program worth some $10M annually with little oversight as to how the money is spent. Tiny businesses like ours provide some of this funding via NNNs and rental agreements. We think we should have a say.

Beyond the problem with oversight, there is a multitude of issues with ESDs in general and C&S specifically (one of three ESDs in Portland). PIBB has partnered with the Western Regional Advocacy Project and Stop the Sweeps to call on City Council members to consider closely the purpose, legality, accountability, and humanity of a program that funnels money (collected from tenants) to the police and private security. This is a public/private partnership deal made behind closed doors without input from the wider community, much less the directly impacted — all with zero accountability. This contract should not be renewed as written!!!!
